Norfolk.
Where the fleet, NAVFAC, and NATO share one waterfront.
Naval Station Norfolk, the world's largest naval station, anchors a command structure that includes U.S. Fleet Forces Command, NAVFAC Mid-Atlantic, the Joint Forces Staff College, and NATO's only permanent headquarters outside Europe. The cleared primes, subs, and shipbuilders that serve them put steady demand on a coastal metro with a thinner turnkey-delivery market than the mission deserves. Salian Defense delivers turnkey ICD-705 facilities and air-gapped mission software across Norfolk and Hampton Roads.
One contract across the waterfront.
Naval and joint-command programs reorganize on the fleet's schedule, not the building's. Salian carries the facility, the accreditation, the industrial-security support, and the air-gapped software built to run inside the boundary on a single contract, so a program office is not coordinating separate vendors against one delivery date. The applicable Accrediting Official or Cognizant Security Authority accredits the facility; Salian prepares, builds, tests, documents and coordinates with the AO/CSA through that determination.
Permanent SCIF builds and modular units across Hampton Roads, specified for the salt-air corrosion and hurricane-season flood exposure that a landlocked build spec does not anticipate.
- Site selection: Norfolk, Suffolk, Virginia Beach, Chesapeake
- ICD-705 design and accreditation
- Modular and CONEX SCIFs for surge
- Salt-air-tolerant, floodplain-aware build profiles
Facility clearance readiness and sponsorship-path support, SSP and POA&M generation through Project Hawk, and AO coordination from staff with naval and joint-command experience.
- DCSA facility clearance readiness support
- NIST SP 800-171 control mapping
- CMMC Level 2 readiness
- RMF package preparation
Co-employed industrial security officers through a cleared captive partner with naval and joint-command experience. ITAR / EAR advisory, FOCI mitigation, insider-threat program.
- Co-employed FSO + CSSO + ITPSO
- FOCI mitigation
- ITAR and EAR advisory
- UL 2050 and UL 1076 specification
The Praesidium Suite runs hosted, on your own CUI-safe infrastructure, or fully air-gapped inside accredited space for fleet and shipyard analyst workflows. See what each product does and who it is for on the capabilities page.
The fleet, the shipyard, and the alliance all sit on the same waterfront.
Naval Station Norfolk covers more than 4,300 acres and 11 miles of pier and wharf space, homeport to roughly 75 ships including five of the Navy's twelve aircraft carriers, and headquarters to U.S. Fleet Forces Command. NAVFAC Mid-Atlantic, which manages Navy shore facilities from Maine to North Carolina, is headquartered in Norfolk with more than 3,300 civilian personnel. The Joint Forces Staff College, part of the National Defense University, and Headquarters Supreme Allied Commander Transformation, NATO's only permanent headquarters outside Europe and roughly 750 personnel strong, both sit here too. Thirty miles up the James River, Newport News Shipbuilding, the nation's sole builder and refueler of nuclear-powered aircraft carriers, employs more than 25,000 people, making it the largest industrial employer in Virginia. That is the demand base Salian builds for.
The most veteran-dense large metro in the country, and a thin turnkey market.
Hampton Roads' cleared and veteran labor pool is deep by any national measure. Dedicated turnkey secure-facility delivery has not scaled to match it.
Most cleared primes here still treat facility construction, DCSA coordination, and FSO standup as three separate, sequential procurements. That is a workable model in a metro with deep commercial SCIF inventory; Hampton Roads is not one. Coastal building stock skews toward older, retrofit-heavy commercial space, and Fort Monroe, the decommissioned Army post now open for redevelopment, holds more than a million square feet of existing commercial building shell that has not yet been absorbed. Lease-versus-build decisions here weigh corrosion and floodplain exposure against schedule risk more heavily than they would inland.
What actually moves a Hampton Roads site decision.
Side of the water matters as much as square footage. The Hampton Roads Bridge-Tunnel and the Monitor-Merrimac Memorial Bridge-Tunnel are the region's primary crossings, and both carry predictable peak-hour congestion; a site's position relative to Naval Station Norfolk, NAVFAC, and the Newport News shipyards affects daily staff commute reliability and construction-logistics timing, not just rent.
On delivery: coastal salt air accelerates corrosion on fasteners, RF shielding, and exterior envelope components faster than an inland build experiences, and hurricane-season flood exposure brings floodplain permitting review into scope for sites most inland metros never touch. None of that changes the ICD-705 standard; it changes the materials list and the permitting path.
Norfolk, answered.
Why is Norfolk specifically the center of Hampton Roads' cleared work, rather than Virginia Beach or Chesapeake?
What does the coastal, salt-air environment mean for a Norfolk SCIF build?
Does Hampton Roads' bridge-tunnel geography affect where a cleared facility should sit?
Can a veteran-owned small business with no prior FCL enter Hampton Roads' cleared market?
