How is advisory different from Salian's facility and software work?
The facility and software offerings deliver a built, accredited outcome. Advisory delivers judgment: where to build, what a clearance or accreditation path really costs in time and risk, how to structure a security program, and how to grow. Many engagements stand on their own. Others are the first step before a build, so the strategy is set before money is committed.
When should we bring Salian in as an advisor?
Early. The highest-leverage moments are before a site is selected, before a facility clearance or CMMC effort begins, before a capture decision, and before committing capital to a new capability. Advisory is also useful mid-course, when a program has stalled against a security or accreditation requirement and needs an operator's read on the fastest defensible path.
Do you require anything classified to start?
No. Advisory conversations begin at the unclassified level. Tell us what you are trying to accomplish and the constraints you are working within, and we will tell you how we would approach it. Classified detail is only ever handled through the appropriate channels once an engagement and the authorities to support it are in place.
What does an advisory engagement look like?
Engagements are scoped to the question. Some are a short, focused assessment that produces a roadmap and a cost-and-risk picture. Others are ongoing counsel across a program's life. Salian Defense is a Service-Disabled Veteran-Owned Small Business (SDVOSB), and engagements are structured to fit the contracting vehicle and timeline that suit the client.
What does a strategic integration engagement cover?
A strategic integration engagement puts one accountable party across systems, vendors, and trades that would otherwise each own a fragment. Salian scopes the seams first, because that is where cleared programs actually fail: the shielding subcontractor finishing after the accreditation package is due, the identity system that cannot satisfy the control the assessor will cite, the tool that assumes an internet connection the enclave does not have. The output is a sequenced integration plan naming who owns each interface, what evidence each one owes, and which decisions are reversible.
Can Salian help with business development and capture, not just delivery?
Yes. Capture support covers positioning against a specific opportunity, teaming and joint-venture structure including SDVOSB set-aside strategy, pricing posture across firm-fixed-price, time-and-materials, and IDIQ task-order work, and the technical volume itself. It is grounded in delivery rather than proposal theater: the same people who would execute the work advise on how to bid it, which is why the estimates survive contact with the schedule. We are a commercial company moving into federal work. Where do we start?
Usually not where companies expect. The first constraint is rarely capability, it is eligibility and posture: an entity in good standing, a SAM registration and CAGE code, a NAICS and set-aside strategy that matches how the work is actually bought, and a sponsor for anything cleared. Can you advise on AI adoption under CUI or CMMC obligations?
Yes, and this is among the most common questions Salian now gets. The usual failure is treating AI as a procurement decision when it is an architecture decision: which boundary the model sits behind, what leaves that boundary, and what evidence the assessor will want. Salian advises on where inference can run, what has to be enforced in the request path rather than reviewed afterward, and what a defensible control mapping looks like. How are advisory engagements priced and structured?
Engagements are scoped to the decision rather than sold as a retainer by default. Common structures are a fixed-fee assessment with a defined deliverable, a time-and-materials block for ongoing counsel, and embedded support through a delivery phase. Salian will say when an engagement is not worth buying, and when the honest answer is a two-hour conversation rather than a project. Do you take equity, or work with investors and acquirers?
Salian advises on diligence and integration for transactions that touch cleared facilities, security programs, or federal contract portfolios, where the risks are specific and easy to underprice: an FCL that does not survive a change of ownership, FOCI exposure, an accreditation that lapses on a configuration change, or a contract vehicle that cannot be novated cleanly. Engagements are fee-based. Where a project warrants it Salian can put its own capital to work to accelerate delivery, with terms coming first and never on speculation.
